The 'why' is pretty simple. It is unnecessary permanent mutilating form of child abuse. Personally I think it is a form of molestation as well. A lot of proponents would be the first to send parents to jail if they gave their baby breast implants yet somehow, doing surgery to expose their penis head is somehow not perverse?
